Advancing Connecticut Together (ACT) is the Lead Agency for the Connecticut Homeless Management Information System (HMIS), the web-based database system that collects and tracks services to those who are at-risk and/or homeless in Connecticut. In concert with the HMIS Data Strategy Board (DSB) and ACT's Chief Program Officer, ACT's HMIS Director will be responsible for managing and directing all HMIS operations, including the Systems Administrator subcontractor.

Advancing Connecticut Together (ACT) has issued a Request for Proposals (RFP) seeking a new statewide Homeless Management Information System (HMIS) software solution. The selected vendor will provide a comprehensive, secure, and modern HMIS platform that meets or exceeds HUD data and technical standards and supports real-time reporting, coordinated entry, case management, mobile data collection, financial transaction tracking, and robust data security. This procurement reflects Connecticut’s commitment to improving data quality, system performance, and cross-system collaboration to better prevent and end homelessness statewide.
Connecticut’s HMIS serves hundreds of agencies and thousands of users across the state and is a critical tool for service delivery, performance measurement, and policy decision-making. Through this RFP, ACT seeks a vendor with demonstrated experience supporting large, complex HMIS implementations, including data migration, system customization, accessibility compliance, and high-availability hosting. Proposals will be evaluated based on technical functionality, compliance with federal and state requirements, capacity and solvency, customer support, and overall value, with the goal of selecting a long-term partner that can support Connecticut’s evolving homelessness response system.

Jackie Gardner has over 25 years of experience in data analysis, with the last 15 years focused specifically on homelessness. She specializes in project management and transforming complex data into easily understood visualizations to help agencies make data driven decisions to effectively prevent and end homelessness. Her work has helped communities transform their systems. She has provided insight to providers at the local, state, and national level through her work with HMIS vendors, service providers, statewide coalitions including the Connecticut Coalition to End Homelessness, and The National Alliance to End Homelessness. Her previous work in Connecticut included the coordination of the Statewide Annual Point-in-Time Count and the creation of the first Interactive Coordinated Access Data Dashboard in the country. She has also managed regional Rapid Rehousing programs and served as a local Continuum of Care Standards & Evaluations Committee Co-Chair. Jackie graduated Magna Cum Laude from Albertus Magnus College. She lives in West Haven with her husband, Daron, and the two best cats in the world, Cleo and Pickles.
